Okay so Tirol is supplying the tanks, with or without tread?

If Ghost is supplying tank tread factories that means the tanks won't require tread when sent meaning Tirol will have to send more tanks to equal the cost of the 1.2 million with tread.

In simpler terms:
Tirol we want more tanks without tread
Ghost send as many factories needed to put tread on the tanks Tirol sends us.

Also because we have to put the tread on the tanks ourselves I feel its only fair to send the 4 billion as well to cover the costs.

Factories send treads to put on Ghosts that tanks send us.

Tirols factories put tread on Ghost's jets which carry 1.2 million reps to our tanks.
